A raised debt ceiling did more than end a federal government shutdown. It should ease people's minds as they do their holiday shopping.

"I think it's going to have a positive effect on the holiday season," said Josh Halpern, president of Albert's Diamond Jewelers.

Halpern said the retail sector already was on an upward trend.

"I feel very positive going into the fourth quarter, especially now that the government has made the decision to raise the debt ceiling," he said. "That's out of the way before the holiday season."

Halpern expects a better retail season than last year.

"Our retail sales have been better than last year, especially the last two months," he said.

He gauges how the upcoming season will fare, based on the type of new products being put on the market. This year, new items, such as innovative watches, games and phones, are coming to shelves.

"That jump starts the market," he said.
