Homeowners question Doubletree developer

Residents seek answers about dues, policy decisions

WINFIELD | Doubletree East and West residents packed the clubhouse Monday, voicing concerns that their dues will double and the homeowners association is being run like a "dictatorship."

Several homeowners among the 200 at the first Property Owners Association meeting questioned why a 2007 budget indicated that Doubletree East dues were $1,045 and Doubletree West dues were $346.

Currently, homeowners in the gated Doubletree East community pay $550 yearly and Doubletree West homeowners pay $150.

Association attorney Ted Fitzgerald said the $1,045 and $346 figures were what the dues would be if developers Randy Minas, who is president of the association, and his partners were not subsidizing residents.

The 2008 budget has not yet been completed, and Doubletree officials said they did not know what the new dues would be.

Homeowners also questioned a recent change in the rules for boating on the lakes, the speed of construction vehicles in the subdivisions, parkland and security.

Residents said decisions are being made without their input.

Minas, majority owner of the developments, will be president of the association until both subdivisions are closer to completion. Minas said his goal was to hold the first full association meeting in seven years to get community input and involvement.

Darla Nykamp, of Doubletree West, told Minas he was "missing the point."

"We are asking for the opportunity to bring you our thoughts because we are invested in this," Nykamp said.

Minas said he wants input from residents and asked that they sign up for several committees that will focus on lakes, landscaping, the budget, grievances and architectural policy. He also said he would like one resident to take a seat on the board.

Minas promised another association meeting soon.

"You all will get the agenda two weeks prior to the meeting," Minas said.

Minas and his partners purchased the developments from David Lasco in 2004.

To date, there are 307 homes in Doubletree East and 215 homes in Doubletree West.
