Developer has plans for former bank building

DYER | A developer wants to convert a former bank building on U.S. 30 into a combination smoke shop, office space and liquor store.

Engineer Bob Block represented Ken Spurlock at a Plan Commission meeting to talk about the proposal. Spurlock wants to expand the former Fifth Third building, along U.S. 30 between Lake and Sunnyside streets, and relocate the smoke shop next to the bank into the new building.

Block, a former councilman, will appear before the Board of Zoning Appeals later this month to seek a variance on the property, which is three commercial lots. In addition to moving the smoke shop and his business offices into the building, Spurlock wants to open a liquor store on its north side.

Because the site is zoned Business B2, his plan requires a variance. Liquor stores are allowed only on commercial property zoned Business B3.

Spurlock has plans to expand the former bank building to 5,100 square feet from 2,600, Block said. He will remove the bank drive-through and the curb cut leading into it.

The current smoke shop building will be removed, allowing for expanded parking. Spurlock also will add greenery and a privacy fence, Block said.

The addition itself will be designed to fit in with the residential neighborhood to the north of it. The building will be constructed out of masonry, combined with stucco and vinyl siding. "We're looking for a maintenance-free building," Block said.

The BZA meets at 7:30 p.m. July 28.
