INDIANAPOLIS | Lowell, Winfield and similarly situated Indiana communities are one step closer to annexing their out-of-town water or wastewater treatment facilities without annexing the land in between.

House Bill 1273, which now goes to the Senate, will enable cities and towns that annex their own property to bypass county approval when they want to erect new buildings or work on their facilities, said state Rep. Rick Niemeyer, R-Lowell, a co-sponsor of the legislation.

"It delays the project sometimes 30, 60, 90 days when they have to go through the county," Niemeyer said.

The other co-sponsor, state Rep. Shelli VanDenburgh, D-Crown Point, whose district used to include Lowell, said the legislation fixes "a convoluted process."
