DYER | The same engineering firm that served as a consultant on the 2012 street project will oversee actual construction.

The Town Council has named Nies Engineering as the street project manager.

Nies met and worked with officials and helped prepare the bid documents. The council last month decided to award a contract to low bidder Rex Construction, which is beginning construction in Pheasant Hills subdivision, off Hart Street south of U.S. 30. Rex’s contract is for $2.69 million.

The project is a “one dig,” which means water mains and sewer and stormwater lines as well as pavement and curbs will be replaced in streets such as Cherry Hill, Dogwood, Sycamore and Aspen.

The project is a result of meetings and negotiations between boards, which met frequently to discuss financing.

Each utility board is kicking in money for its share; the Town Council ultimately agreed to loan the Water Board its share, $1 million, which will be repaid from water revenue.

Nies originally presented eight bids for road projects in different parts of town, but the council decided to concentrate on Pheasant Hills for now. Streets and roads are placed on a list for repair or reconstruction according to a number of criteria, including condition, age and need.
