EAST CHICAGO | Tattoo artists and body piercers would face licensing and other restrictions to do business in the city under an ordinance heard Monday by the City Council.

Though there currently are no such establishments in East Chicago, Councilwoman Myrna Maldonado said several entrepreneurs have expressed interest in opening a storefront.

Maldonado, D-at large, co-sponsored the measure with Juda S. Parks, D-at large.

The pair brought out similar changes to the municipal code early in 2009, but that ordinance disappeared into council committee for the past four years.

Unanimously approved on first and second readings Monday, the new proposal will be reviewed by another council committee this week and in discussion with city health and zoning officials, Maldonado said.

Modeled after state statutes, the 17-page chapter as written would require any tattoo/piercing business to obtain a license from the city controller, certificates of inspection from the Health and Fire departments, and approval from the Planning Department.

Operators also would have to prove completion of the Indiana Occupational Safety and Health Administration's blood-borne pathogen training program and hold $1 million in liability insurance.

In addition, the establishment would be required to maintain patron records for seven years that include a customer's name, address, age, date of tattoo or piercing, its design and location, and the name of the performing artist.

Monday also marked the first meeting chaired by Lenny Franciski, D-2nd, who was chosen as the new City Council president chosen by unanimous vote. Parks also chosen unanimously to serve as council vice president for the year.
