In a decision released Wednesday, Bureau of Motor Vehicles Administrative Law Judge Carla D. Hartman ruled Lake County assessor candidate Carol Ann Seaton is not an Indiana resident and committed fraud by registering her vehicle in Indiana. Seaton told The Times she plans to appeal the ruling.
