HIGHLAND | The Town Council has introduced an ordinance revision to allow the sale of alcohol for special events at the Lincoln Community Center.
Clerk-Treasurer Michael Griffin said the proposal was requested by Council President Bernie Zemen, D-1st.
"This will still keep the prohibition in all the parks unless the council acts otherwise," Griffin said.
Griffin added that the revision has a sunset date of Dec. 31, 2013.
The councilmen said they plan to visit the center to get a better idea of the proposal, which would involve only the banquet hall.
"I want to see how it works," said Councilman Konnie Kuiper, D-2nd.
Council Vice president Dan Vassar, D-3rd, said he will oppose the revision unless the alcohol is completely cut off from the rest of the center.
The revised ordinance will be up for a vote at a future meeting.
The council also heard complaints from several residents of the Lakeside subdivision about a single-family house, in the 10000 block of Kennedy Avenue, that is being replaced with a six-unit apartment building.
Greg Kuzmar, vice president of the Redevelopment Commission, said he spoke strictly as a Lakeside resident to oppose the project.
He was accompanied by two other residents, Brian and Rick Phillips.
They implored the council to oppose the project even though it was recently approved by the Plan Commission.
"The Town Council doesn't have any jurisdiction over subdivision," board attorney Rhett Tauber said.
The site already is zoned for multifamily residential, so the town has no legal way of denying it, he said.
Kuzmar said 21 percent of residential properties in Highland are rented and that the town does not need any more apartments.
While saying nothing can be done in this particular case, board members said the remaining multifamily zones in Highland need to be studied in an effort to limit those kind of dwellings in the future.
In other business, Zemen announced his resignation from the Plan Commission and appointed attorney Mark Schocke to take his place.
