LOWELL | Although it's still 2012, a looming shakeup became apparent during Thursday's Lowell Town Council meeting as Council President Phillip Kuiper, D-5th, offered up his resignation and nominated Councilman Donald Parker, D-3rd, for president.
While both the resignation and nomination were declined, the expected change in leadership and a clue to the council's direction should be clearer when the council meets in special session at 5 p.m. Thursday.
The special meeting was called by Councilman Edgar Corns, R-5th. It will cover election of officers and appointments of a town attorney and consulting engineering firm.
Kuiper told the public Thursday he was "advised a new attorney would be hired." He said councils of the past conducted attorney interviews together and made attorney appointments as a group.
Kuiper thanked attorney Gregory Sobkowski of Hodges and Davis for successfully guiding the town through the creation of a Redevelopment Commission and resolution to the Old Grade School issue.
Parker, new to the council this year, deferred any comments until the council's meeting next Thursday, as did Corns and Council Vice President Robert Philpot, R-2nd.
Councilman Craig Earley, also new to the council this year, said he was not informed of any decision on a new attorney.
"I was told it was a done deal and that's the way politics work," he said.
Although none of the three in what appears will be the majority voting bloc would comment on whether attorneys were interviewed, Corns said the three did not meet together for an interview.
"That would be illegal," he said.
