LOWELL | The Town Council agreed Thursday to spend $14,397 to protect part of its $6.1 million investment in the town's sewage treatment plant.
Lowell Director of Operations Greg Shook told the council a fence would secure the new Actiflo building outside the plant property's fenced area. While it is bordered by wetlands on one side, the building is vulnerable without a security fence, he said.
The new building is part of the improvement project still under way that is expected to provide an additional 3,600 sewer taps for growth.
Shook said the project is about 80 percent complete and is on target to be fully completed by March 27.
The fence cost will come from contingency funds. The project is funded through Indiana's state revolving fund low-interest loan program.
In a related matter, the council agreed to a 5-year contract with Harper Bros. Farms of Lowell for sludge removal from the sewage treatment plant.
A previous contract with the firm expired in November.
Shook said Dan Harper of Harper Bros. Farms never sought to alter the previous contracted amount at $250 per load. The company will be paid $350 per load under the new contract.
"This is a price you cannot beat," he told the council.
Shook said the nearby farm business is the only one to show interest in handling the sludge removal. The more expensive alternative would be to transport the sludge to a landfill, he said.
