LOWELL | The Town Council is moving forward with monthly stormwater fees to cover the growing costs of managing and documenting drainage.
It set a public hearing on the fees for Nov. 14.
Town Attorney Gregory Sobkowski will draw up an ordinance for consideration.
Public Works Director Greg Shook said the town's stormwater management board is recommending the town establish the fees suggested by financial consultant Greg Guerretaz of Financial Solutions.
As proposed, residential customers would be charged $7 monthly and nonresidential, including schools, would be charged no more than $28 a month.
Stormwater fees are already being assessed in area municipalities.
In Cedar Lake, the Hanover Central School Corp. currently pays $1437.50 in monthly fees for Hanover High School.
Since 1990, the federal government has been working toward better control of stormwater. A 2003 law set in motion requirements municipalities, including Lowell, are working to meet.
Shook explained recent discussions on the purchase of a street sweeper for more than $200,000 — to point to expenses created by federal mandates on stormwater management.
He said the town must sweep its streets to better control what goes into catch basins, then document street by street the nature of the debris collected.
