MERRILLVILLE | Adding two more members to the Stormwater Management Board isn't a decision the Town Council can make, Council President Carol Miano said.

State code allows stormwater boards to have only three members, Miano said.

The council was exploring the possibility of increasing the panel to five members, and councilmen were expected to discuss the matter during an upcoming workshop.

James Meyer, attorney for Merrillville's Stormwater Management Board, confirmed the town is unable to expand the panel.

The idea of increasing the board's membership was brought up when councilmen were appointing a resident to a Stormwater Management Board position that expired at the end of 2012.

Councilmen voted 4-3 to select Leonard White, a solid waste specialist at the Lake County Solid Waste Management District.

Bud Crist, who had served on the panel since it was established about nine years ago, also was nominated to retain the seat.

Miano, who supported appointing White, said a council vote wasn't necessary for the appointment because state code designates the town council president as the person to make appointments to the board.

She said she will officially appoint White as her selection in an upcoming council meeting.

Although the vote wasn't needed, Miano said she was happy it took place because it shows her appointment represents the majority of the council.

Council members Richard Hardaway, Chrissy Barron and Ron Widing voted for Crist to retain the board seat.

Crist also received support from Matt Lake, executive director of the town's Stormwater Utility, and Barbara Ghoston, another Stormwater Management Board member.
