WINFIELD | When repairs to 125th Street were first proposed, the Winfield Town Council chose the least expensive alternative in repaving, Clerk-Treasurer Rick Anderson said.

That's because estimates to dig up the 1.5 mile stretch of road, install materials to prevent water undermining the roadbed and repave 125th Street were $750,000.

Two councilmen are not happy with the finished product.

The town hired Walsh & Kelly Inc. of Griffith to pave 109th, 117th and 125th streets at a cost of more than $900,000.

Generally the work done on 109th Street has been deemed successful. However, the work done on 117th and 125th continues to present problems, Town Engineer Tony Kenning of DLZ Engineering told the council.

There is cracking of the paving on 117th that will require a crack sealant to be applied by Walsh & Kelly, he said.

The repaving also took out the rumble strips along curves on 117th Street that help alert drivers about the curves. The council voted to spend an additional $4,875 to replace four sets of rumble strips.

Council members Jim Simmons and Gerald Stiener questioned Kenning about the wavy ripples and washboard driving experience on 125th Street.

“It doesn’t feel like a new road,” Simmons said.

Both council members said they were reluctant to accept the road as it has been built.

Kenning said an analysis shows that the asphalt was placed in several phases or lifts rather than done all at once on 125th Street. The type of paving material also was different than on 109th.

“The mix (used) on 109th Street will eventually crack. It will an ongoing problem,” he said.

In other business, Anderson presented the town’s 2013 advertised budget of $2,024,671, which was previously the subject of a public hearing. The council unanimously approved that budget.

The expected tax levy for 2013 is $985,000, which is down 19 percent from the 2012 levy, Anderson told the council.

The total tax rate for the municipal budget is $0.4377 per $100 of assessed value.

The council also approved the Winfield Waterworks 2013 budget of $36,443, with a total property tax levy of $31,000 and a total tax rate of $0.1033 per $100 of accessed value.
