VALPARAISO | A man told jurors Wednesday morning Kouts Clerk-Treasurer Greg Frame fondled him 30 to 40 times when he was just 15 years old.
The alleged victim, who's now 20, said Frame first fondled him in spring 2005 during a First Communion or confirmation party at Frame's home in Kouts.
"I didn't really know what to do," he said.
The man said he never told anyone about the abuse and subsequent voluntary sexual relationship with Frame, who is married with four sons, until he himself was the focus of an investigation in May 2008 while serving in the Navy. The judge has prohibited attorneys in this week's trial from revealing to jurors that the man later was convicted of child molestation and possession of child pornography.
The man told defense attorney Larry Rogers Wednesday he could not remember the details about most of the 30 to 40 incidents and confirmed he initially gave investigators a much smaller number.
"You are confused with a whole lot of things in this case, aren't you?" Rogers asked.
"Yes," the man responded.
Frame, 45, who once served on the Porter County Council, is charged with a felony count of sexual misconduct with a minor and faces up to eight years behind bars if convicted.
He is expected to testify Thursday.
Also testifying Wednesday was Frame's wife, Yviette Frame, who said she saw nothing to indicate the abuse.
She also said the purported victim was at her family's home just once before he turned 16, which is the legal age of consent for sexual activity in Indiana.
Deputy Prosecutor Cheryl Polarek challenged the validity of Yviette Frame's testimony by questioning her ability to support her family if her husband were jailed and required to register as a sex offender.
"You have to make him 16," Polarek said of Yviette Frame's claims that the boy did not regularly visit their house until that age.
"I am here to tell the truth," Yviette Frame later said.
Rogers said there is no other evidence, besides the man's testimony, of the illegal fondling.
