VALPARAISO | A vital element to both the five-points roundabout project and the drainage improvements for the Hawthorn Subdivision should be under construction by mid-April.
Bids were opened at Thursday's Board of Public Works and Safety meeting for the replacement of the Burlington Beach Road culvert between Silhavy Road and Ind. 49. Of the six bidders, Gariup Construction, of Gary, appeared to be the lowest at $246,600.
To expedite the project, the board authorized Engineering Director Tim Burkman to determine the best bid and award the contract. The board would give final approval at its April 11 meeting. The engineer's estimate was $235,000 plus the cost of the concrete culvert.
The city has ordered the culvert from DiCicco Concrete, of Chicago Heights, for $50,126, and the city's Redevelopment Commission budgeted a total of $300,000 for the project. DiCicco promised delivery of 75 percent of the 148 feet of 8-by-5-foot culvert by mid-April and the rest by mid-May.
The goal is to complete the project before the second phase of the roundabout project at Roosevelt Road, Vale Park Road and Calumet Avenue begins and requires the closing of Vale Park Road east of the intersection.
The culvert contractor will be allowed to close Burlington Beach for a maximum of five days for installation below the road, and the city wants the road reopened in time to be the detour for Vale Park.
The existing culvert is a corrugated steel pipe that has partially collapsed and is only inches below the road surface. Burlington Beach is closed to heavy truck traffic because of the condition of the culvert, which serves the Flint Lake/Garden Terrace drain.
The culvert replacement is part of the overall drainage improvements on Burlington Beach needed for development of the second phase of the Hawthorn Subdivision. The developer put in a new storm drain to divert water around the subdivision, but it can't connect to the drain until the culvert is installed to handle the additional stormwater without causing ill effects upstream or downstream.
