PORTAGE | It has been a year since developers of the proposed Midland Estates subdivision at the northeast corner of Crisman Road and Portage Avenue first presented their plans.

The development will be the subject of another public hearing when the Plan Commission meets tonight at 6:30 at City Hall.

The subdivision, developed by Jim Kopp, has been modified over the past 12 months after neighboring residents along Stormy Street and Monument Avenue issued concerns that they felt the new construction would add to sanitary and stormwater problems in their area.

First proposed to host 19 homes, it has been scaled back to 14 lots. It will no longer connect to Monument Avenue, but will be a separate subdivision along a cul-de-sac off Portage Avenue. A new detention pond was eliminated in exchange for maintaining a natural drainage area on the north side will remain and a new swale will direct water to the depressional area. They also included a 100-foot tree preservation area. The developer is participating in a sanitary sewer project along with the city that will lay new sewer lines from Stormy Street to the new development and should alleviate sanitary problems.

In addition to the public hearing on Midland Estates, two public hearings will be held on a proposed two-lot subdivision at 2564 Swanson Road. The petitioner is Juanita Shroll, who will be seeking both primary and secondary plat approval.

A site plan review will be held for a proposed mechanical maintenance building at 6601 Shepherd Ave. by Illinois Auto Electric Co., self storage buildings proposed by Ustor Development Corporation on four acres on U.S. 6 just east of the entrance to Countryside Park and for a cell tower at 5384 Stone Ave. by Cricket/Denali.
