Do businesses pay to own town of Cedar Lake?

I've lived in Cedar Lake for 35-plus years. I've seen it grow into a town to be proud of. But now take a look at it. No matter what road you drive on there are tin signs all over the place. Advertising, selling, wanting, etc.

I went to the town hall and mentioned how some of my friends noticed how crappy and cheesy it makes Cedar Lake look. I was told as it's on your property it was OK.

So developers, auction companies and businesses own all of our town. Do they pay for that privilege, or do they just litter freely?

Never did get a straight answer.
