In response to Keith Benman's Sept. 25 article, "Private investors sought for Illiana Expressway," they keep referring to this as an expressway, yet Benman stated, "Tolls can be used to make availability payments. But if tolls do not cover the full availability payment, than the state must find other funds to make up the shortage."

Since when does an expressway charge tolls?
