Why does Milly Rich spread the Republican myth that Congress is exempt from the Affordable Care Act?

A amendment was put in by Sen. Chuck Grassley, R-Iowa, to make sure Congress was buying from the ACA exchanges. This is on many bipartisan fact-checking websites.

Obamacare is a program you need to sign up for. They don't care where you get your insurance, only that you have it as in the mandate approved by the Supreme Court. Which is kind of a social responsibility, don't you think anyway? Tell me I'm wrong on this. Please.
