From old Bert the Turtle's Duck and Cover File, this just in: The Department of Homeland Security has just released a video for citizens experiencing an "active shooter situation" with suggestions of immediate evacuation with hands held high, "Do not talk to police," and grab scissors for protection. That's right, scissors.
