How could water cost so much in Chicago Heights?

Something doesn't add up with Chicago Heights Mayor David Gonzalez's explanation of his city's water rates. According to Gonzalez, the $3.30 per 1,000 gallon fee charged to water users does not support any other activity except to deliver water.

How can that be? Hammond currently supplies water to Chicago Heights at 57 cents per 1,000 gallons.

That means that for 57 cents, Hammond can pump the water out of Lake Michigan, process it, purify it and deliver it to Chicago Heights. (As a side note, Hammond delivers water to its residents at 46 cents per 1,000 gallons.)

If Gonzalez is telling the truth, it costs Chicago Heights $2.73 per 1,000 gallons just to deliver drinking water to its residents. Something is either awfully inefficient, or awfully awry.
