Let American voters decide on Obamacare

Since Washington is deadlocked on the budget because of the health care funding issue, I propose both Houses and the president agree to allow passage of a bill that includes a moratorium on Obamacare.

Put Obamacare on the ballot in November 2014, and let the citizens have a year to study and then democratically vote by the simple national majority if this law is acceptable or must be voided.

What better constitutional way than to let American citizen voters decide by individual ballots?
