Gary has all the help it needs tucked away in what remaining building still exist.

Here's a novel idea: How about assigning an area that has to be kept clean and maintained to anyone receiving welfare, food stamps or whatever other entitlement they receive? If they can't keep the area clean, no monthly checks. It might even create a few new inspector jobs.
