Tell me more about HHS, Medicaid, Obamacare

"Local health centers to benefit from HHS grant," a July 10 story said.

Isn't the Affordable Care Act what authorized Obamacare? The story said the grant was "a statewide initiative to ensure that children and families eligible for Medicaid ... are enrolled."

Medicaid is part of Obamacare, is it not?

And where is the grant money coming from? Social Security trust fund? Taxpayers? Borrowed to keep up the debt?

Is this an undercover effort to implement Obamacare?

Will the three health centers really benefit from the HHS grants?
