Who pulled strings to let Temores keep driving?

I read with disgust of the driving record of the young man (Michael Temores) who is alleged to have finally managed to kill someone through his irresponsible driving antics. However, there were one or two paragraphs in this story which were conveniently not included.

There is absolutely no way this alleged killer could have possibly slipped through the court system in Lake County without a powerful political sponsor. Two judges refused to comment, and a third gave a resounding, "Tsk, Tsk" when asked about the case.

Where is the family clout? Who should be the co-defendant in this case who pulled the puppet strings of justice? Uncle? Cousin? Brother-in-law? Grandpa? Aunt? Who is ultimately responsible for turning this time bomb loose on society?

Where is Mark Kiesling when we need him?
