Why isn't Highland enforcing snow parking law?

I live on a snow route in Highland. There are signs posted all over the different snow routes stating that if there is snow over one inch, there is to be no parking on the street. Why is this not enforced so the plows can plow the streets?

People do not move their cars, and the plows cannot plow the streets good enough so the streets are clean, especially for the schools buses.

We move our cars and put them in our front yard because we do not have a driveway or garage. Why can't others? Is the street department wondering the same?
