As of 2015, Citydata.com reports Hammond's estimated median household annual income is $41,000 compared to $50,000 for the state average.
The estimated median house/condo value was $ 87,000 compared to $131,000 as the state average.
Since 2015, Hammond residents have been hit with a county income tax and other rising taxes. The School City of Hammond wants more taxes above the tax cap for school construction and general spending.
As far as I know, there is nothing prohibiting city government from helping out the school district with revenue. The civil city gets upward of $35 million a year from the casino. Casino money was meant for infrastructure. School construction seems be be more in line with that than College Bound or sports complexes.
