Poverty, not bad teachers, is the main reason for poor test scores in schools. One-fifth of American children live in poverty, and facing up to that reality is a moral issue.
How wonderful that we in Indiana are now leaders for the United States in education reform! At least that is what Indiana Gov. Mitch Daniels and Superintendent of Public Instruction Tony Bennett have to say.
