Surveyor, not conservancy district, needed for county flood management

I live in south Lake County. Our area does NOT drain to the levees that are constructed to contain flood water along the Little Calumet River. Our area drains to the Kankakee River. I do not want to foot the bill for Gary because it does not have the money to maintain it's portion of the levee.
