Why give foreign aid while denying relief after tornado?

I am often surprised and disappointed with the decisions of the federal government. But this time I am totally appalled. Victims of the recent tornadoes in southern Illinois and Indiana are being denied aid from FEMA because they have not been faced with enough devastation. Really?
