HOBART | We Care From The Heart Social Services, a not-for-profit 501c3 organization based in Hammond, will host its ninth annual Black Tie Affair for Northwest Indiana senior citizens and residents with disabilities from 6 p.m. to midnight Nov. 9 at Avalon Manor, 3550 E. U.S. 30.
