LAKE STATION | Indiana Toll Road Concession Co. plans to reopen westbound Exit 21, which has been closed since July 6. Bridge inspectors have certified the ramp is safe for traffic, and it will be open within two weeks, Toll Road Concession spokeswoman Amber Kettring said.
