    GREGG GEARHART | THE TIMES Lake County Commissioner Gerry Scheub owns a Culver, Ind., farmhouse about a mile south of the lakefront home of region political insider Michael Pannos. Pannos and Evansville energy developer Earl H. Powers visited Scheub at his farmhouse last summer. Pannos, a former Indiana Democratic Party chairman, is at odds with the state attorney general, who claims Pannos reaped "enormous" salaries from East Chicago Second Century Inc., a development firm that has received $16 million in casino revenue.

Pannos, a Lake County political insider, helped Powers secure the 240 acres north of Schneider where Powers plans to build a $280 million trash-to-ethanol plant.
