- Freedom of Speech does not mean freedom from the consequences of that speech. Students are certainly legally protected to go about speaking their mind in constructive ways without reproach. For example, you can speak about this policy in this forum without fear of being expelled or thrown in jail. What you may not do is create a parody twitter account of the creator of this bill and start tweeting dirty pictures (although you probably wouldn't be jailed or expelled for that either). There is a big distinction between taking away freedom of speech and reprimanding students (who by the way, for the most part still need some guidance about what are acceptable ways/channels of sharing their opinions) for unlawful/unethical behavior.
