  1. Exactly. In truth it was employees of the clerk's office who babysat, and walked on eggshells for, Philpot's ego. I forgot to mention that allegedly, employees would find themselves sent to the gulags in Hammond or Gary if they refused to contribute to his campaign fund. I believe Katie Hall was convicted for extortion for doing the same thing.

All this guy did was walk around the halls at the Government Center (when he was there) with a coffee cup in his hand, having people transferred to Gary or Hammond, totally screwing around with their lives, if they failed to say "Good Morning Mr Philpot", or looked at him the wrong way. The judge was too kind in calling him familiar with local government practices. He didn't have a clue about running the Clerk's Office and didn't care to know. It was just one big ego trip and a chance to siphon of taxpayers money for doing literally nothing, for years!

    Oh well Philpot, it's your turn to be transferred - to prison.

  3. They need to do something about the lack of term limits for city officials. Look at Bob Golec. How long has he been Hammond City Clerk? The fact is that in Lake County, and particularly in Hammond, Gary and East Chicago, if you get on the Democrat ticket, you're a shoe-in. The lack of term limits encourages a culture of underperformance and mini-dictatorships. Why bother to improve anything or treat your employees with respect if you're guaranteed a job virtually for life? I blame the electorate for not knowing more about the people they are voting for. This is perfectly illustrated by the latest farce at the Lake County Government Complex. Some guy who shares his name with well known, popular local official and current County Clerk "Michael Brown" decided to run for Recorder. Of course he got in, because people thought they were voting for the Michael Brown they know, who also used to be the Recorder! The electorate are totally oblivious to what really goes on, and they only have themselves to blame.
