I do believe that it stated that it was a bucket elevator. These machines can become clogged with material and stopped. When you go to inspect them there is weight on one side of the elevator (the up side) and empty on the other which means once the jam is freed the elevator can run backwards with the material on the up side coming down.
For those that feel the need to make snid remarks here should stop and think how they would feel if it was their family member that this happened to.
