The citizens of Hammond don't understand this debt burden. All they see is ballfields, streetlights, paved streets, bike paths and they think Mcd is the greatest of all times. One thing not mentioned is that interest only is being paid monthly and zero towards principle. Sooner or later disaster is going to hit Hammond once the house of cards comes tumbling.. This is really similar to an individual who is paying minimum payments monthly on their debt. All it takes is an interruption in income and then there is a point of no return.
The answer to this dilemma is that Bill Dolan or an economist like Morton Marcus must ask these questions through the media. Perhaps there is nothing illegal that the Mayor is doing unless you can say greed or fiscal irresponsibility is illegal. On the other hand maybe there is a misuse of funds where the Mayor could be held accountable by a Federal Agency. In California a whole group of elected officials went to jail because they received exorbitant pay raises. Maybe this is just as bad or even worse in that there is no way the City could ever pay the 74 Mil back while consultants make millions of dollars out of the casino revenues and burden the taxpayers of Hammond in an unbelievable way. Either way this is going to end one way or another. And probably sooner than one might think.

It is clear that the Mayors use of Casino Revenue is unethical and probably illegal. He has continuously used the money for personal use as well as paying his wife a salary, using it for campaign purposes. and other spending contrary to what is was intended for. Why a federal or state agency hasn't investigated this matter is anyones guess. This type of money from the casinos breeds corruption. Anything that the Mayor has done for Hammond he has plastered his name on every project as if it were his personal investment. It is just a matter of time before the Feds or the state gambling commission intervenes. On nearly every project only interest is being paid example the golf course. The house of cards will fall once the payments are missed. This is closer to happening than even his advisors will admit.

WoW the Feds truly are corrupt. How can they not investigate the car admission receipts at the annual festival. The Agents did this at Cvitkovich's Wicker Park golf course when they counted golfers versus money taken in. Really corrupt Federal Government. Lots of Casino money going to line pockets of Federal Officials.
