- The contention that Mitch Daniels (and now Mike Pence) have underfunded education and are now forcing communities to put forth referendums is 100% correct. It is also 100% correct that we will see those school systems most in need of the funding will not receive it as they don't have the tax base to pass the referendum that is necessary. Follow the money trail and you'll see that the result has been those in power profiting off of the intentional erosion of public schools as they and their cronies benefit from the underachieving but profiting charter schools.
