Now the 3 most trouble some city's in nw indiana need help?? Well, what have the adminstration/police depts doing all this time? The protocol for the testing is cost counter productive. I can see ALOT of jobs being created for BABYSITTING a bunch of ADULTS that FULLY UNDERSTAND, and ARE AWARE THAT IF YOU DO DRUGS, DON'T WORK AND LEACH OFF OF THE GOVERNMENT, THEN YOU ARE GETTING CUT OFF. Whoever has a problem with that explanation needs more than a sit down at a substance abuse "program."
