Good for Griffith, kudos to them for using the democratic process to remove themselves from the parasitic Gary. Gary is just too big of a city to support itself and its many indigent citizens.

how about you go test this theory? Officers way back used to be able to do this but due to liability issues they can't. If you were an officer and stopped a drunk driver then let them go or dropped them off and later on they killed someone you would be responsible.
