  4. What is it that Shakespeare said? "I think thou doth protest too much..." And in this case "thou" is Valpo City Government... From what I understand, the County Council was given this task by the state legislature, it wasn't a responsibility they sought or wanted, but as soon as they began to take it seriously, the VCS board and the City Council are doing everything they can to make sure it doesn't happen... And when is the Times going to ask a pertinent question, like, oh I don't know, "Mr. Soliday, what is propelling you to take this action at this moment?"
