Wrong, the railroad cannot install traffic control devices, such as gates, anymore than you can put your own stop sign up in front of your house. The roadway traffic control is regulated by the appropriate entity, not the railroad. As far as the state/Feds paying the railroads to steal our gates, that doesn't even make sense.....
