When a person passes the point of sale, with or without the intent of stealing merchandise. The Loss Prevention employee may approach the person or suspect to prevent the unpaid merchadise from leaving the store. For example: a non intent would be a small child leaving with a toy in hand and mom or dad was unaware the child had the toy. As I noted this is only an example of non intent. Not a crime.
An example of intent would be; if the LP observes a suspect conceal or not conceal an item, then avoid paying for the item by passing the point of sale. At that very moment, a crime of shoplifting has occurred. From that point the LP employee can approach and prevent the merchandise from leaving the store. Most store's will have a standard operating procedure that describes the manner in which the LP employee may react. I'm sure walmart does have an SOP for LP employee's. From the time, the LP employee make contact with the suspect each encounter will go in the direction that the suspect decides and LP will have to react. In most cases, people usually do cooperate with the LP employee's. In this particular case the suspect decided not to cooperate with LP. If the suspect cooperated this news article would have been very different.
I do not know any details beyound this article. Based on the suspect not submitting to the officers commands after being tazed, would be a good indication that perhaps an illegal substance may have also been a factor regarding the suspects behavior and failure to comply. This last paragraph is solely my personal professional opinion.

All Merrillville Officers current and past know that the Merrillville Police Department is poorly managed. For almost all of the departments existence the deparment has been managed poorly. Yes, everyone knows Nick Bravos and Lance Huish have deminished the integrity of the department through their terrible, poor, inappropriate style of management. They changed the department and it will never be what it could have been. The department is nothing more then a training department for new officers to get the experience and move on.
For those officer who have moved on...good for you!!! For those officers who are still there and are miserable....shame on you!!! Get the experience or 20 years, and move on. You'll be better off.
As for the Citizens of Merrillville don't be alarmed. Whatever happens within the walls of the police department does not affect you. Merrillville Offiicers will be there and will do their best to protect you. They always have for the past 39 years.
As for Council members. You don't have any idea what the department needs. The next person to be elected won't either. Council members are part time and are blind to many of the real issues within a police department.
Do whats best for you and your family. Merrillville PD as you once knew it and wanted it to be is gone forever.
