Such a storm water scam. Valparaiso collects a monthly storm water fee and declare we only care about draining the water from public roads, We don't care where it goes. Engineer says pipes are clogged but we don't care where the water goes. Retention ponds aren't the city's responsibility.

Broke developer claims I didn't make an money to care about where the water goes. New developer says I can't make any money if I care where the water goes.

Instead one set a taxpayers gets flooded and the other set gets held responsible yet neither earned any money from the situation like the developer and city.

Oh wait the city is spending 2.88 million on the Chautautaqua Park storm water retention pond near St. Paul to hold water from some prestigious west side subdivisions. Mr. McAlpine why can't those subdivision HOA's be held liable for dealing with the water?
