The piping is on the east side of 49, but it is running south and under the toll road to the property just south of the toll road and WEST of 49. As you drive by, you can see the continuation of the pipe going south of the toll road and west of 49. It is already stacked there.

Happy, I am sorry, but I don't believe it was that. If anyone in the county is guilty of attempting to fleece the other communities, it is Valpo. They have done it over and over, and Costas is infamous for trying to control the political arena in Porter County. He just couldn't force his plans on everyone this time.
