1) Speed cameras make money ONLY when the posted limit is set lower than the safety-optimum level, usually the 85th percentile speed of free flowing traffic under good conditions.
2) School zone speed limits are artificially low when students are NOT present. If school hours are 8 AM to 3 PM, then the special limits should be from 7 AM to 8:30 AM and 2:30 PM to 4 PM, possibly plus some times around lunchtime IF kids are allowed to leave. This covers the hour before and after school plus a short period for kids that are late or leave early. There are ZERO kids present at 6:10 AM when school starts at 8 AM. The 6 AM start and 8 PM finish is a vicious cash grab for commuters.
3) Make no mistake, many local governments will have the cameras on all the time to make more money, OOPS - I meant to say to comply with the bill language "for the safety of the traveling public." Anyone who thinks most cameras will be off when the stated purpose is not present is naive in the extreme.
If some legislators want to prove this is a cash grab, add an amendment that 100% of the revenue over and above the actual camera costs must go to the libraries. The support for the program will evaporate into the ether. Not a cash grab, what a crock.
Indiana residents need to call their Representatives to demand this cash grab bill be defeated. It will NOT improve safety, it is a total cash grab for greedy governments.

Unfortunately, engineering for maximum safety is NOT profitable. So Indiana posts speed limits at around the 40th or 30th percentile speed to arbitrarily define 60% or 70% of all drivers under good conditions as violators. That way they can buy these expensive new Laser devices to catch and fine safe drivers using the artificially low and less safe limits.
It is a racket, a predatory scam to collect money to boost the budget in a down economy. It has NOTHING to do with safety and everything to do with revenue.
As one example of this vicious revenue racket, look at the stretch of I-94 posted at 55 mph where the 85th percentile speed is more like 75 mph under good conditions. This is used as a vicious revenue collection site, a "fishing hole" for officers ordered to collect money.
