There is no legal duty to "protect and serve" an individual. They are paid to protect the interest of the railroad.

- to protect someone who's life is in danger of loss
In your case above if you fend off the knife guy you CAN NOT legally go after him (ie. he is running away) nor attempt to shoot his as he is no longer a threat attempting to do the 3 items I listed above.
Yes, technically you can shoot him or attempt to shoot him as he runs away but now you yourself are committing a crime as that act is not lawful anymore.
