So I understand why the outspoken commentators here think having rentals and (gasp!) Section 8 housing in Valpo and Washington Township is bad, but can they explain to me where, then, low income people should live? Especially the ones who work in Valpo?

It would appear that Mr. Burkman is right, planned unit development reform would address a lot of the structural concerns and even alleviate the possible increased burden on East Porter County Schools.
