  2. Actually the city changed how the pool is funded last year as they created a separate account for all money raised by the pool to fund the maintenance of the pool and future upgrade, this way those people that use the pool are the ones that are responsible for maintaining it essentially.

    Section 2. Duration of office

    Section 2. When the duration of any office is not provided for by this Constitution, it may be declared by law; and, if not so declared, such office shall be held during the pleasure of the authority making the appointment. But the General Assembly shall not create any office, the tenure of which shall be longer than four years.

    It does not state by whom the low must be declared. If it is local government and is preferred by the local constituents then local government should have the right adopt such law.

  7. They are hard working people that just want to give back to their communities and do not deserve the verbal abuse that they often receive. They are emergency responders willing to fulfill another capacity so that our firefighters and police officers can continue on with more pressing matters while not having to worry about traffic control and crowd control. They are the people willing to do the paperwork that gets submitted to the government in times of disaster and emergency for additional support beyond our scope at the local level. Times change time to get with it and thank them for what they do!

  8. Civil Defense in many communities has evolved from the aspect of Cold War and Nuclear threats to severe weather, hazardous materials, terrorists, and so much more. The issue is there is not enough money in order to fully support every aspect with full time personnel. This is where the CD's, EMA's, Red Cross, ESDA's and other organizations come in. Part time, and Volunteer support staff can supplement the full-time personnel and fulfill some much needed duties in times of emergency and special events. Why would you turned down such a low cost support division in your community?
