- We as public employees also pay a part of our insurance premium as well as a co-pay, work for very low wages compared to the private sector doing the same job and have not had a pay raise in eight years. In regards to Biggs, i'm sure he turned down the insurance coverage because he's insured somewhere else with probably better coverage.
